Deloitte commentary on UNCTD's forthcoming report on widening broadband gap

Following today’s release of the United Nations Conference on Trade and Development’s Information Economy Report, ‘Trends and outlook in turbulent times’, Paul Lee, telecoms director at Deloitte, comments on the widening broadband gap between rich and poor countries.

“Despite widespread global efforts to bring connectivity access to all, there still remains a significant ‘broadband gap’ between developed countries and emerging economies.

“This growing chasm is clearly a challenge to overcome, and one that should be of particular concern for governments and telecommunications providers. But, as with other large-scale socioeconomic problems, it is vital that quick fix solutions are avoided to ensure tangible benefits are received. For example, schemes such as subsidised or free municipal wireless networks may seem an ideal remedy, but will be of little benefit if citizens cannot afford the computers.

“Initiatives such as introducing fractional ownership, where a computer and a broadband connection are owned collectively, may prove to be a more appropriate, affordable and sustainable approach. The benefits of being connected can then be shared among a community, and has the potential to transform digital quality of life for poorer people in the developed and developing worlds alike. Alternatively, internet cafes supported by investment from governments and telecoms providers could offer both the opportunity for people to get online, but also to have the support, advice and training of experienced users.

“Moves towards more liberalised communications markets and reducing or removing sales taxes and other duties will likely make connectivity more affordable, therefore increasing uptake and having a net positive effect on the economy as a whole.”
