Richard Owen is a chartered surveyor and partner in the London office, where he headed the Management and Valuation group for several years before being elected Managing Partner of Drivers Jonas Deloitte from 1 January 2012.
Prior to joining Drivers Jonas in 1988, Richard worked for a District Valuer's office in London. It was here that he first became involved in compulsory purchase, dealing with the assessment of compensation on behalf of the Department of Transport and local authorities.
Since joining Drivers Jonas, Richard has been involved in many major compulsory purchase projects both for acquiring authorities and claimants. He has extensive experience of the entire compulsory purchase process from the initial formulation of the scheme, to the settlement of compensation in Lands Tribunal hearings.
He is currently working on schemes involving the use of compulsory purchase powers in Bath, Belfast, Bristol, Cambridge, High Wycombe, Jersey, Leeds and Warrington as well as the Channel Tunnel Rail Link. Over the years he has worked for numerous acquiring authorities involved in regeneration and development including the Sheffield Development Corporation, Hastings Borough Council, Whitehaven Development Company, Reading Borough Council, and English Partnerships.
Richard is the principal author of the Compulsory Purchase Procedure Manual published by TSO in November 2001. He is a member of the RICS Compulsory Purchase and Compensation Policy Panel.
