Our Experience

Recent years have seen the Ministry of Defence (MOD) ever more in the public spotlight, as events in Afghanistan and Iraq have unfolded and budgetary issues have been repeatedly covered in the national press. These issues combined with numerous external reports such as the 2009 Gray Report on defence procurement and the 2011 Levine Report on MOD structure and management have created a number of competing pressures and objectives that the MOD is having to respond to. Balancing the complexities of keeping our servicemen and women safe as they serve whilst transforming many of the functions and activities that make MOD function as the fifth largest Government department by budget is an extremely complex task.

The experience and skills within Deloitte mean we are ideally placed to help MOD work through these challenges. The areas below are just some of the examples of the ways in which we are supporting the MOD to deliver its challenging agenda.

  • Delivering complex procurements
  • Assisting with the delivery of large business transformation programmes
  • Helping reshape and upskill organisational business areas
  • Challenging MOD to consider delivery of services through new business models
  • Supporting MOD in setting up new relationships with Industry

Why Deloitte

We like to think that the way we approach our work is one of the key reasons why our clients use us again. The MOD is no exception to this, and over recent years we have grown and developed the way we provide MOD with the services it requires to meet its challenges. At any one time we have around 80 practitioners from across our business delivering projects for the MOD, with many more in our firm with experience of previous MOD project work. We work closely with our clients in a truly collaborative manner, delivering the full breadth of our firm which covers services including:

  • Financial and commercial advice
  • Operational improvement and business model development
  • Supply chain and logistics
  • Behavioural change and organisational structures
  • Technology and systems design and implementation
  • Corporate Finance specialists
  • Tax advice
  • Accounting advice

Having delivered over 100 different projects across all areas of the MOD including Main Building, Defence Equipment & Support, Land, Air, Fleet, PJHQ and Defence Infrastructure Organisation has enabled us to develop a thorough understanding of the different operational priorities, business drivers and departmental interdependencies that form the contextual environment key decisions have to be made within. We are therefore able to provide meaningful and appropriate advice that offers true value to our MOD clients.

Deloitte's Solutions

  • Delivering large and complex defence projects
The MoD’s ability to deliver large and complex projects is currently affected by a number of strategic, operational and managerial challenges.
  • Organisation and change
Potential reductions or freezes in budget growth will place significant pressure on the Defence sector and the Ministry of Defence to increase efficiency and effectiveness – without any reduction in delivery expectations.
  • Commercial Structuring
The MoD is changing the way it engages with the defence industry.
  • Independent assurance services
All Defence procurement projects are subject to comprehensive, regular and detailed scrutiny and assurance processes.
  • Through Life Capability Management
The publication of ‘Enabling Acquisition Change’ by the MoD in 2006 articulated the business and operational need to fully implement Through Life Capability Management (TLCM) strategy.
