Background
2009 is already proving to be a challenging year for local government. Authorities that are well versed in achieving increasingly more with increasingly less are now under even greater pressure as they struggle to balance the books.
Technology can offer many solutions, but it is not a silver bullet that will resolve local government’s current challenges. Nonetheless, Deloitte believes that most authorities should be getting significantly more value from their IT capability which can play a positive role in balancing the books. They can use it maximise the value of the resources at their disposal, reduce costs, help to enable new ways of working. Better use of technology resources will yield significant benefits that include: improved services for citizens, greater internal efficiencies, and an increased capability to work more effectively with multiple agencies.
Key findings
In this report, we aim to provide a different perspective on how local government can achieve these objectives, drawing upon our work with a wide range of local authorities.
The organisation of IT needs to be right
Taking control of IT stresses the need for a collaborative approach to addressing IT issues and the need for unification of IT capabilities in the local government context. This will involve more than simply providing a central service on behalf of other departments. It requires senior management to collaborate effectively to get the most out of IT investment. The report explains the right approach that local authorities need to take to properly take control of IT and gain the most from their significant investment.
