Background
Earlier this year the European Commission set up a group of experts with a mandate to assess whether structural reforms of EU banks are needed in addition to ongoing regulatory reforms. Led by Finnish central banker Erkki Liikanen, the High-level Expert Group (HLEG) published their high-level consultation paper on potential reforms in early May and invited comments by 1 June 2012.
Our response, which incorporates views from Deloitte members firms in Belgium, France and Spain, responds to the one question in the HLEG consultation which is addressed to banks, corporate and retail customers: ‘What are your views with respect to structural reform of banking in general and in particular with respect to the structural reform proposals to date (e.g. US Volcker Rule, UK ICB proposal)?
