Background
This report considers the UK’s experience of market liberalisation and retail competition in the telecoms, gas and electricity industries and from this draws some lessons for the potential implementation and impact of retail competition as currently proposed for the water and sewerage industry in England and Wales. We also consider the water sector in Scotland where non-households have been open to competition since 2008.
Our aim is to identify some of the key issues to be faced in the implementation of retail competition in the water sector in order to stimulate further debate and engagement.
