Electricity Market Reform

What are the implications?

Electricity Market Reform

Electricity Market Reform

Background

The Electricity Market Reform (EMR) White Paper sets out legislation in four key policy areas that is intended to accelerate the decarbonisation of the UK power sector, as well as reiterating government policy on market liquidity. It was accompanied by a Renewables Roadmap that specifies the actions the UK will take for renewable development and estimates what may be achievable from each technology.

In this report we outline the White Paper policies, provide our perspective and discuss further the implications.

White Paper policies:
  • Contracts for difference (CFD) for low carbon generation
  • Emissions performance standard
  • Carbon price floor
  • A capacity mechanism
