Sylvain Rouillard, Ing., MBA Sylvain Rouillard is an expert in financing and alternative procurement methods (public-private partnerships) for complex infrastructure projects. He has successfully managed multidisciplinary teams of over 60 professionals in the completion of projects with critical deadlines. He has deep knowledge of the development and approval stages for major public projects and of how the initial business case in an acquisition process can result in the financial closing and signing of a partnership agreement. Proficient in financial modelling for projects, Mr. Rouillard has been Deloitte’s consulting and project management lead on several $500 million projects over the last over 15 years. His experience with financial modelling, risk analysis, acquisition processes (turnkey, PPP), the policy framework for large public infrastructure projects and project implementation methods are invaluable in the preparation of initial business cases. |
