Deloitte is reviewing procurement systems for the 2010 Winter Games

The need
Deloitte was engaged by VANOC to undertake a review of its procurement processes and systems. With one year to go before the Games, procurement activity was high. Procurement staff was under pressure to deliver on time while maintaining value-for-money in the procurement process.

The project 
Deloitte was engaged by VANOC in February 2009 to conduct a two-week review of procurement processes and systems. The objective was to identify key issues with existing processes and systems and to recommend solutions to assist the procurement department to optimize its performance. The review focused on pragmatic and tactical solutions to challenges in the procurement process. Deloitte surveyed and interviewed procurement employees and internal customers, analyzed procurement documentation and data, and managed a review of their systems set-up.

Deloitte’s value 
In reviewing VANOC’s procurement processes and systems, Deloitte identified the major challenges and risk areas that were constraining the department's performance. Deloitte recommended a series of solutions, which included shifting the responsibility for low-value, low-risk transactions to business functions. This allowed the procurement department to focus on value-added activities, clarifying the scope development and bid evaluation processes, and streamlining the approvals process. Deloitte produced a roadmap of all initiatives, identifying activity owners and timelines to assist VANOC with the implementation of the recommended solutions.
