Aorta

Based on the needs and challenges of the local public sector, Deloitte started in 2003 the Aorta project “reference models OCMW’s”. Given the success of the OCMW project and a similar question of the cities and municipalities, Deloitte started an analog project in 2005, the “Aorta project Reference Models Cities and Municipalities”.

The goals of this project are:

“Mapping the most important (administrative) working processes in a uniform way within the Flemish cities and municipalities”.

To reach this goal, Deloitte chose radically for a cooperative way of working between the  participants, supported by the consultants of Deloitte. Based on working groups with participants of the local entities, a best practice model is being mapped.

Currently, over 60 core processes have been mapped, spread over 6 different themes:

  • Internal organization
  • Services for citizens
  • Personnel
  • Finance
  • Territorial affairs
  • Recreation
