New delivery models for public infrastructure projects

The United Kingdom leads the world in its use of public/private partnerships (PPPs) to deliver public sector infrastructure upgrades and development.

Beyond 'conventional procurement', the public sector has involved the private sector via private finance initiatives (PFI) and the partnership models of local improvement finance trusts (LIFTs) and local education partnerships (LEPs).

This report focuses on assessing PFI, LIFT, LEP and other alternatives to conventional procurement. It attempts to evaluate the different models and to describe the conditions in which they are likely to work best. It also proposes five new delivery models that Deloitte believes have the potential to offer improved outcomes in situations where neither PFI nor LEP/LIFT models are suitable.
