To achieve the savings objective of the Federal Government’s White Paper will require transformation of Defence’s finance function.
Drawing from Deloitte’s 2008 survey of over 200 public sector organisations this paper considers the implications and key challenges for Finance in its roles as steward, operator, strategist and catalyst, including the need to:
- Lead by example in efficiency and capability reform
- Understand the true costs of delivering services to wring out inefficiencies
- Operationalise the new mandated outputs based budgeting model
- Develop a new risk management framework for improved accountability.
