Paul is a recognised expert in the Australian water industry and is a partner in Deloitte’s economics team. He is a water industry specialist who has been involved in economic and pricing regulation of the Australian water sector since its inception and is regular speaker on issues affecting the water industry at Australian Water Association (AWA) forums, including 2010 pricing, water trading and regulation session and 2010 Water Leaders Summit.
Paul has over 20 years financial and economic experience in natural resources and infrastructure management including the water, gas and electricity sectors. His key areas of expertise include regulation, pricing and tariff arrangements, demand forecasting, asset valuation, sector reorganisation and water markets. He has written industry thought leadership such as the “Economic Regulation of the Australian Water sector: past, present and future” and has worked on water pricing reviews in NSW, Victoria, Queensland and the ACT, as well as internationally.
Prior to joining Deloitte Paul spent nine consulting and 11 years in a variety of policy roles with the Victorian public service. This included roles with the Essential Services Commission (formerly Office of the Regulator General) and the Department of Sustainability and Environment’s water sector group.
