Over the past half century there have been attempts by various administrations to transform the U.S. government, including the Hoover Commission (1947–1949 and 1953–1955), the Grace Commission (1982–1984) and the National Partnership for Reinventing Government (1993–1998). How should the next administration approach a major reexamination of the base of the federal government to meet the challenges of the 21 st century?

The Ash Institute for Democratic Governance and Innovation at Harvard Kennedy School convened the country’s leading thinkers on government reform and implementers of major government transformations over the past three decades to discuss this topic. Participants explored how the next administration should approach a major reexamination of the base of the federal government, based on previous experiences with major government transformation efforts. The result was a road map to help guide the incoming administration’s government-wide reform efforts.

- What the next government-wide reform program should look like
- Whether we need another bipartisan Hoover Commission and whether it’s even politically feasible
- How to overcome the formidable obstacles, both in the executive and legislative branch, to redesigning government
- What lessons were learned from earlier transformation efforts at both the state and federal level
