The Office of Recovery Services (ORS), a division of Utah Department of Human Services (DHS), wanted to modernize its 25-year-old Office of Recovery Services Information System (ORSIS) Child Support system. The ORSIS Child Support system was deployed on a mainframe platform using COBOL computer programming language. The existing technology was limiting ORS's ability to change its business processes and scale. In addition, the maintenance was expensive, and it was challenging to find staff who understood the technology. Deloitte has helped ORS address its challenges, by developing a solution with AWS and innoWake^TM.

A state social services provider had a strategic initiative to modernize to efficiently deliver assistance to more than 2 million citizens a year. Deloitte worked with the state team over two controlled phases: automate and innovate. The team reduced overhead by moving more than 40 production applications to cloud, including development environments and data. Next, the team implemented a shared services model on a central core environment, allowing platforms and resources to be shared across multiple environments. Results: Rapid scalability, improved app speed and performance, and future innovation capabilities. The new cloud-based platform provides citizens and agency civil servants with modern, efficient IT solutions.

In Tennessee, the Department of Human Services (TDHS) administers the Child Support Program with services provided by local district attorneys, DHS staff, and private agencies under contract through its 48 child support offices. TDHS recognized that their 25-year-old child support system needed platform and technology modernization. The existing technology was hampering integration with enterprisewide shared services and technologies, as well as limiting the implementation of functionality that would help to better serve the citizens of the Tennessee. Deloitte delivered a solution to migrate Tennessee's automated child support system (TCSES) application from its legacy mainframe environment (z/OS, COBOL, CA Gen, Easytrieve, JCL, etc.) to a new Linux operating system, new Java code, and a modernized AWS Cloud infrastructure.

Clinical trials in the era of precision medicine and machine learning are changing regulatory review at the US Food and Drug Administration (FDA). Sponsors are now submitting complex genomics, other -omics, real-world data sets, and accompanying informatics, as a part of the structured review process.

A reviewer needs to be able to validate a sponsor's informatic pipeline for safety and efficacy within a matter of weeks, not months. FDA reviewers require scalable cloud-based storage and compute resources, but limitations with technology, security, and privacy have hampered the FDA's ability to effectively collaborate with sponsors, across FDA centers, and with other government agencies and departments.

Innovation through integration

FDA has contracted DNAnexus and partner Deloitte to build precisionFDA, a cloud-based genomics platform that runs on the DNAnexus Platform in AWS. PrecisionFDA delivers a secure and authorized data repository and analysis service that leverages the power of the cloud to promote collaboration and accelerate scientific discovery. The precisionFDA platform is compliant with all NIST security controls at the FISMA-moderate level and leverages the underlying FedRAMP Authority to Operate (ATO) issued by HHS to DNAnexus.

This DNAnexus-powered innovative solution has advanced regulatory science and can substantially improve FDA reviewers' ability to reproduce and explore sponsor-created genomics pipelines in a secure, high-performance environment. PrecisionFDA enables an FDA open data strategy across the pharmaceutical and medical research communities, and addresses data, technology, and collaboration objectives of the FDA's Technology Modernization Action Plan.

DNAnexus's scale, resilience, and FedRAMP compliance provide the foundation for an AWS-based platform that has advanced regulatory standards for next-generation sequencing and machine learning, promoted the use of FDA public data, and enabled reviewers to more effectively validate the ever-increasing incorporation of large data sets and complex informatics into review submissions. PrecisionFDA currently serves a community of more than 6,000 users from the federal government, pharmaceutical and instrument industries, academic researchers, citizen scientists, laboratories and diagnostic test providers, standards-making bodies, and patient advocacy groups.

The National Institute of Allergy and Infectious Diseases (NIAID) TB Portals Program is a global collaboration that advances tuberculosis (TB) research and analysis through open-access, multi-domain data and tools. NIAID and several vendors have developed the TB Case Browser to collect, store, and make available for further research de-identified TB clinical, pathogen genomics, and imaging data. TB Case Browser enables principal investigators from more than 15 countries to upload source chest radiographs (CXR) and computed tomography (CT) studies. A critical requirement included preventing ingestion of protected health information (PHI) in the images. Deloitte addressed this through preventive training and custom-developed de-identification of DICOM metadata. However, the risk remained for the presence of handwritten and printed names, locations, dates, and other information on the CXRs and CTs themselves.

Innovation through integration

The TB Portals team implemented a solution in AWS that combines S3, API Gateway, Lambda, EFS, RDS, Rekognition, and Comprehend Medical to screen every uploaded image for potential PHI. Using Lambda's readiness at scale to handle image batch uploads, and Rekognition's “just works” text detection in images, NIAID has successfully prevented ingests of sensitive information on patient images working to end TB.

The published TB Portals data currently contains more than 4,750 CXRs and 1,900 CT studies, each of which may contain multiple series; the CT data set alone currently consists of more than 330,000 individual image instances. Each image instance represents its own PHI risk. While training, regular reviews, and limiting upload privileges to specific collaborators is the first line of defense, human error is always possible, and an automated final defense is necessary to protect the program. AWS Rekognition's proven capacity to detect text in many languages has proven invaluable for the global TB Portals Program.

Impact delivered

Load to the application varies between heavy during bulk data set image uploads and moderate during individual image uploads by collaborators when active. The serverless approach enables the project to pay for only those resources needed at the immediate time of upload, without overcommitting resources. Serverless applications enable flexibility to explore these possibilities at a lesser cost and scale them up as usage grows.

To increase food security and reduce hunger by providing children and low-income people access to food, a healthful diet, and nutrition education, the USDA Food and Nutrition Service (FNS) transitioned from a traditional on-premises infrastructure to a future with cloud. This demanded significant modernization efforts to infrastructure and applications, alongside enhancing business processes. Leveraging a strong, long-standing relationship, FNS tasked Deloitte with assessing and improving cloud readiness across the FNS application portfolio.

Innovation through integration

A thorough assessment and business case led to priority application modernization and organizational road maps. An application portfolio inventory and cloud assessment fueled a migration plan for nine mission-critical financial applications. Deloitte re-platformed mission-critical financial application environments to allow for future agility and innovation by including both “lift-and-shift” and “fix-and-shift” cloud migration options where and when needed.

Impact delivered

Improved alignment to mission outcomes, operational efficiency, and cloud readiness through high-ROI assessments—resulting in actionable recommendations, which were promptly executed. Accelerated response to application risks and opportunities through investment in contractor environments. Re-platformed key applications, providing automated infrastructure capabilities and the reduction of disaster recovery time from days to 30 minutes.

Since the 1980s, a government agency specializing in secure document printing managed its operations on antiquated systems that lacked visibility into standard business processes. As a result of relying on manual processes for product accountability, the agency's manufacturing process faced several challenges stemming from a non-unified solution.

Key challenges included:

• Disparate systems/archives with minimal integration across the enterprise and conflicting data repositories
• Limited visibility into plant operations and performance data
• Inability to proactively control operations or improve quality
• Reliance on manual processes and skills
• Process silos resulting in numerous manual handoffs

Innovation through integration

The agency partnered with Deloitte to execute its enterprisewide systems modernization and business transformation initiative.

Deloitte provided support implementing an open, robust, scalable, and secure set of business applications that are tightly integrated using common technology platforms and open standards and maximizing the use of computer off-the-shelf products.

The team led the migration of Oracle's E-Business Suite (EBS) R12 and IBM Maximo into Oracle's Managed Cloud Services and provided support for all the agency's applications including Oracle EBS R12, Maximo, Oracle Business Intelligence Enterprise Edition (OBIEE), Data Management Module (DMM), and Manufacturing Execution Console (MEC).

Impact delivered

The agency's leadership team was able to gain an enterprise view of data for improved decision-making across the organization, allowing the organization to more efficiently and effectively meet its mission of developing and producing secure documents. This initiative also helped the agency incorporate business process reengineering, requirements gathering, systems engineering and integration, infrastructure design, and change management activities to retire 23 systems and support more than 49 major releases.

Migrant Student Information Exchange (MSIX) is the technology that allows state to share educational and health information on migratory children who travel from state to state and who, as a result, have student records in multiple state' information systems.

Deloitte was tasked with migrating MSIX to a FEDRAMP-certified cloud service provider and providing O&M and system enhancement support.

Innovation through integration

Deloitte leveraged its cloud experts, processes, and tools to plan, solve, and execute the cloud migration using a combination of a lift-and-shift and partial refactoring approach to meet the timeline and gain benefits of cloud services.

Deloitte implemented a multi-region and multi-zone cloud infrastructure to host MSIX using AWS US-East/US-West regions with Deloitte's cloud managed services environment to monitor and manage eight MSIX environments. Cloud managed services include the following tools:

• Redundant and scalable network infrastructure using Deloitte designed VPCs and Palo Alto firewalls
• Identity and access management using active directory and Centrify
• Deloitte managed SEIM to provide enhanced security and monitoring capabilities

Impact delivered

The entire MSIX system, including eight environments, were migrated to the AWS cloud from an on-premise data center. The migration was completed on time and without any disruption to operations.

The following improvements were made with Deloitte-designed cloud infrastructure and solutions:

• Infrastructure redundancy using multi-zone nodes to improve availability of the MSIX system
• Automated scalability to improve system performance
• Reduced RTO/RPO for disaster recovery improved security and monitoring capabilities

The MSIX system was issued a three-year Authority to Operate (ATO) in August 2018 after completing the Department of Education's Assessment and Authorization process.

A national security agency needed to modernize its legacy HR systems to better serve its 60,000 employees spread globally. To help drive the effort, Deloitte with the agency's Human Capital and IT teams designed, developed, and implemented multi-cloud infrastructure and application toolset solutions including AWS, Azure, Salesforce, and ServiceNow. The agency then asked Deloitte to support operations and maintenance of the remaining solution portions. Within six months of launch, the solution charted a path for future modernization across the agency through self-service capabilities, access to necessary data, standardized IT deployments, better code quality, and increased security; and it integrates with internal/external systems to deliver an end-to-end HR workflow.

Deloitte rapidly designed, developed, tested, and implemented a simple, intuitive native app for the people of Tennessee called SafeTN. The State of Tennessee's Department of Education (DOE) partnered with the Department of Safety & Homeland Security (DHS) with a critical goal in mind: to improve safety in Tennessee schools and communities.
