Linda Solomon is a principal at Deloitte Consulting LLP and serves as the segment leader for Deloitte’s Homeland Security practice. Linda has provided business management and technology services to the U.S. Department of Homeland Security (DHS), including NPPD Infrastructure Protection, ICE, FEMA, TSA and the management directorate since 2003. She brings specific expertise to her clients in the areas of operational improvement and integration, and helps her clients to execute technology, people and process dimensions of transformation programs. She and her team of 500 consultants/practitioners have assisted DHS with critical mission and back-office programs where they have brought together private and public sector leading practices. Examples include:

  • Helping TSA Air Cargo, Secure Flight and Office of Security Technology programs achieve timely results on-budget through risk, analytics, supply chain, process and performance management, technology strategy and human capital support
  • Deploying a vulnerability self-assessment tool for commercial asset operators to meet maritime domain awareness security regulations in fewer than six months
  • Defining ICE human trafficking and smuggling task force strategies that DHS took to the Hill for approval
  • Supporting ICE Investigations through analytics and program stand-up support
  • Assisting the Office of State and Local Coordination (OSLC) establish over 40 agreements in less than 12 months with US-wide law enforcement agencies
  • Providing financial monitoring support for FEMA’s grant programs and assisting DHS and ICE with its financial transformation program and the achievement of a qualified audit opinion; Linda and her team received the DHS CFO Partnership Award

Linda is on the board of directors of the Homeland Security and Defense Business Council (HSDBC), an organization committed to bringing private sector experience and leading practices to Government’s homeland security mission. In 2010, Linda was recognized by Consulting Magazine as one of the country’s “Top 25 Consultants” and featured in Women in Technology’s debut book, “No One Path”. She has spoken at state and local forums on homeland security topics. Before serving the Federal market, Linda consulted to major commercial manufacturing and energy companies such as ExxonMobil, Shell, Monsanto, Ethyl, General Motors, and Honeywell. She developed a strong reputation for managing large (multimillion dollar), complex performance improvement programs typically involving the implementation of technology. She has managed teams around the world, including Canada, Brazil, the United Kingdom, Belgium, Singapore and Mexico.

Before joining the firm in 1990, Linda worked as an analyst for Procter & Gamble in Cincinnati, Ohio where she led supply chain systems projects to standardize and automate material planning, procurement and logistics processes. She is passionate about serving her community and others around the world. She is an advocate for solving hunger and serves on the Capital Area Food Bank’s Board. She is a certified “Ready When the Time Comes” American Red Cross volunteer, and supports international cultural exchange for youth as an approach to promoting global economic development and world security and peace. As a Consortium Fellow, Linda graduated from New York University’s Stern School of Business with a MBA in Finance and was inducted into the Phi Beta Sigma Society for her academic achievements. She performed her undergraduate studies at the University of Pennsylvania where she graduated with a degree in computer mathematics and a minor in French. During her free time, she enjoys spending time with her family and friends, and many outdoor activities. She has successfully completed five marathon races, and looks forward to taking on new challenges.
