Medicinal Procurement Capacity Building in Mozambique

Through the Health Systems 20/20 project, Deloitte is providing support to the Ministry of Health's Planning Department in Mozambique to strengthen supply chain management capacity at the central level. The central medical store (CMAM) under the Ministry of Health is responsible for national procurement and distribution of medicines and health products in Mozambique. The Ministry of Health receives supplies and medicines from several sources to distribute to hospitals, clinics, and other outlets. Although CMAM has made progress to improve the supply chain in Mozambique, major challenges exist which result in stock outs at all levels of the health system, which Deloitte is helping to resolve.

The Challenge

The CMAM is tasked with coordinating national procurement and distribution of medicines and health products. The challenge faced by the Ministry of Health is to manage national-level procurement plans and other supply chain management functions while also complying with donor policies and standards for procurement and auditing. The Ministry of Health is heavily involved in the processes for importation, storage and distribution of medicinal products and supplies. The CMAM requires specialized technical support focused on building organizational capacity to adopt leading practices that improve supply chain functioning. Focus must also simultaneously be on building human resource capacity to procure, warehouse, deliver and monitor stock with the ultimate goal of providing a continuous supply of medicines and health products to the clients who need them at all levels of the health system.

How We Helped

Deloitte is providing ongoing technical support to build capacity within the Ministry of Health Planning Department to integrate leading-practice procurement procedures into standard operations and reduce operational costs. Critical in this work is understanding the current state of central medical store operations, its challenges, and donor procurement policies and standards so that strategies for systems improvement are well-supported by the realities on the ground and integrated into existing national systems.


The solutions offered by Deloitte are playing a part in strengthening the overall public health system in Mozambique. Deloitte is assisting the Ministry of Health in their efforts to accomplish the following:

  • Strengthen Pharmaceutical Supply Management (PSM) plans
  • Improve stock forecasting
  • Train personnel to collect auditable documentation for purchases
  • Provide full financial reporting back to donors
  • Institute quality assurance and quality control mechanisms 
  • Perform monitoring and evaluation of data on procurement and stock

The advancements across all areas of the supply chain are supporting improved availability of medicines and supplies at warehouses, and health facilities in time to reach clients who need them.

Deloitte’s work in Mozambique under the Health Systems 20/20 project is carried out under a subcontract with Abt Associates Inc., prime contractor for the Health Systems 20/20 cooperative agreement. Health Systems 20/20 is funded through the generous support of the American people through the U.S. Agency for International Development (USAID). Health Systems 20/20 helps USAID-supported countries address health system barriers to the use of life-saving priority health services. In the process, the project works to strengthen health systems through integrated approaches to improving financing, governance, and operations, and building sustainable capacity of local institutions.
