Deloitte has consistently been at the leading edge in the development and implementation of public-private partnerships (PPP). Even now, PPP is a relatively new concept that brings the public and private sectors together in unfamiliar ways. It is critical to bridge the gap of understanding if PPP is to work.

Our strategy has always been to develop our PPP track record through working equally with public sector purchasers, with service providers who are bidding for PPP services and with organizations active in the financing of PPP consortia.

We have experience in all stages of the PPP process including undertaking feasibility studies, business case development, managing the bidding process (including the drafting of all procurement documentation), the development of innovative performance management systems, tender evaluation and contract negotiation.

In addition, we are able to provide strong expertise in the preparation of output specifications, risk and value-for-money analysis, assessing bidders’ proposals and their impact on balance sheet treatment as well as post-contract monitoring and evaluation.

In advising the public sector, our core project team (including, where appropriate, other advisers) concentrates on the deal concept and commercial marketing. This is to create sustainable project structures and maintain market interest. The team also assists with strategic input into the procurement process, which ensures best value through maximizing competitive tension throughout the bidding process.

Our public sector advisers strive to improve and then sustain bid prices until the contract is signed. As far as the actual contract negotiation is concerned, the Deloitte experts will oversee complex risk transfer, the payment mechanism, indexation, fundamental banking conditions, termination provisions and clawbacks / provisions for windfall.

In advising bidders, we work closely with our clients to secure bid-winning tenders through a variety of professional approaches:
