State Reaches a New Milestone with SUNTAX — The Largest Unemployment Tax Modernization in the Country
In 1998, a large southern state's Department of Revenue was coming to terms with a group of technologies that mired the organization in independent silos: 36 statutory taxes in the state were administered in over two dozen systems that had been developed in-house. Organizational efforts to cross-train staff and build a more efficient enterprise were coming to a hard stop against the limits of systems put in place sometimes decades earlier.

7 Pounds and 13 Ounces of Prevention
A state that took great pride in disease prevention found itself ranked among the worst for prenatal and newborn screening. It turned to Deloitte Consulting LLP for a cutting-edge information system to screen and track test results. With the system in place, the state went from tracking four diseases to tracking 76 diseases and genetic defects, making it possible to address many problems through early care. Policymakers say the state is saving $39 for every $1 spent on testing.

Reinventing Child Support Enforcement
A large southeastern state’s Department of Revenue recently decided it was time to replace a faltering legacy Title IV-D online transaction processing system. The agency wanted a state-of-the-art child support system that would provide dramatic improvements in productivity by automating to a much greater degree its compliance enforcement business processes. The agency also wanted to implement technology that would allow for rapid implementation of changes resulting from updated federal and state regulations.

Capitalizing on Shared Services to Improve Efficiency
The Governor’s Office of Management and Budget for a Midwestern state engaged Deloitte Consulting LLP to assess the opportunity for shared services and to help the state develop a strategy for deploying shared services within the executive branch of government. Leveraging an Enterprise Resource Planning (ERP) model, Deloitte Consulting carefully examined fiscal management, grant management, human resources, timekeeping, payroll, business licensing and customer service operations as performed by 43 agencies reporting to the governor.

Implementing New Financial Management Systems
A Mid-Atlantic state’s Office for the Chief Information Officer and Division of Budget engaged Deloitte Consulting LLP to help them complete a strategic assessment project in preparation for their implementation of a new financial management system.

Keeping the Pulse on Public Health
To improve the disease reporting and tracking process, a state’s department of health (DOH) wanted to eliminate paper at the point of suspected condition identification. DOH officials decided to integrate several stand-alone, disparate data silos into one electronic disease surveillance and reporting system and enable secure, Web-based reporting by health care providers; also to provide tools to assist Public Health investigators to quickly identify, investigate and manage disease outbreaks.

Delivering Better Services to Families in Need
A state’s Department of Public Welfare wanted to improve the delivery of subsidized child care. The state determined it needed a centralized system that would administer child care resources and referrals as well as subsidized child care for both the Temporary Assistance for Needy Families and Low-Income programs. To meet these needs, and to reduce labor-intensive, error-prone processing, as well as create a superior user experience, the state worked with us to design and implement a Child Care Management Information System.

New Portal Serves as a Single Point of Access to State’s Health and Human Services
A state’s governor recently proposed and signed into law a dramatic overhaul of its health and human services (HHS) agencies. The reorganization was designed to improve the quality of and access to state benefits and to streamline service delivery to clients. As the state overhauled its agencies, it also wanted to implement cutting edge technologies and create a new HHS portal.

System Boosts State’s Workforce Development Efforts 
A state’s Workforce Commission sought an original approach to building a stronger state economy and improving workforce development through easy and efficient matching of job seekers and employers. Previously, fewer than 5 percent of employers used the state’s recruitment and job-matching services. The Workforce Commission recognized the need for an improved Internet-based job-matching system as a critical component of its recruitment efforts.

A Mid-Atlantic State Taps the Web to Set New Standards for Public Welfare  
When this state’s Department of Public Welfare’s Office of Mental Retardation needed an enterprise-level information management system, Deloitte Consulting LLP understood that it wasn’t just looking for a technical solution. It needed to address business processes issues that would affect the solution and all of its intended users. We helped design a time- and money-saving system that met everyone’s needs.

State Agency Leaves its Paper Trail Behind 
This nonprofit state agency is the affordable housing bank for a northeastern state, lending money at rates below the conventional market to support the creation and preservation of rental and for-sale housing for low- and moderate-income residents. However, because of time-consuming, paper-intensive processes, most lenders had little incentive to push the agency’s loans. Citizens who would benefit from the loans often had no idea that such assistance was available. We helped the agency develop and implement a Web-based portal that facilitates electronic transactions between the agency and its business partners, significantly reducing the time and paper involved and enabling the agency to achieve its mission.

Winning the Bet on a State’s Future
When it came time for a leading aerospace manufacturer — and one of the state’s largest private employers — to select a permanent location for production of a major new aircraft, the state’s tax, regulatory and operating cost structure did not appear competitive, forcing the company to examine options outside of the state. The implications of the company’s potential expansion outside of the state could prove detrimental for the state, including the loss of 800 to 1,200 potential new jobs and the eventual exodus of all aircraft manufacturing, representing some 200,000 jobs.
