The Flemish Parliament is one of six parliaments in Belgium. It constitutes the legislative power in Flanders. The main task of the Flemish Parliament is to approve decrees and to supervise the Flemish Government. The General Secretariat of the Flemish Parliament supports the 124 members of the Flemish Parliament in their daily work. This includes a wide variety of tasks as for example writing proceedings of plenary sessions in the Parliament and giving ICT-support to the Flemish representatives, promoting the Flemish Parliament, etc.
In January 2007 Deloitte started a process analysis of the General Secretariat of the Flemish Parliament. The goal of this project was to identify where improvements were possible and to implement them. The core processes (making of legislation) and the supporting processes (ICT, external relations, information services team, the purchasing process, the reception function, the information library, …) have been assessed. Recommendations were focused on enhancing the operational effectiveness and introducing the administration in the digital era.
The first step was to map the wide variety of processes in the General Secretariat. Next, Deloitte coached the administrative department in analysing the most important processes and detecting areas for improvement. As a result, the staff is today very familiar with tools as process mapping and management reporting. Finally, Deloitte supported the client in structuring the implementation phase (e.g. change structure, templates for the follow-up of the implementation, …).
