The public sector industry is rapidly transforming.  Many reforms take place to anticipate on several challenges. At the moment several trends can be detected within the public sector. The origin of these trends can be found in the ongoing introduction of public management methods and tools within the public sector.  The government of the future will be an effective, cost-efficient and accountable government that delivers high-quality services.

1. More attention towards policy preparation and evaluation
Today all political levels stand for professional and well thought policies. Leaders do take decisions based on SWOT analysis and scenario building. 3. New delivery via partnerships

To save guard the positive impact of government on society, they are realizing new collaboration models with other actors in society. Save concepts of auto control, PPP and other forms of collaboration will make sure the government can continue to play his role in society.
Government do have to act with impact within a complex society. Government can no longer have ambition to accumulate all knowledge. To have more impact new collaboration models with society are coming in place.  Together with private partners they have to aim at a better society.  Creating more partnerships with the private sector and PPP is one of the examples.  PPP is today established as a means for public service delivery. In case of inspection activities, government has to create partnerships with loyal enterprises.  Trust in stead of distrust will be the main driver for control activities.

4. More autonomy, more accountability
The creation of more autonomous entities implies a new way of working within the public sector industry.  In return to more autonomy and flexibility for an entity, new ways of accountability have to be created.   This means the creation, monitoring and evaluation of tangible objectives by way of adapted processes, supported by the necessary IT tools.  Today, management reporting is key in every public sector entity.

5. Ongoing search for effectiveness and e-government
ICT opens a new way of working and interaction with citizens and enterprises.  In Belgium, the introduction of eID opens a new way of interaction with citizens and enterprises in a secure way.  Almost all municipalities have set up a portal.  Electronic forms are used more frequently.  Most advantages are won via the electronic collaboration between administrations (G2G).

6. Reduction of the administrative burden
New legislation often implies new procedures.  Creating procedures is too simple.  Procedures have to been screened in order to reduce the administrative burden.  By interaction with citizens and businesses the most irritating administrative burdens can be identified. 

At the moment, the European Commission has launched ambitious targets in the reduction of administrative burden.  As a result, this target has been adopted in all EU Member States.

7. Benchmarking/networking
Traditionally, the public sector industry was rather recalcitrant towards benchmarking. Nowadays, more public sector organisations are creating openness to their working.  The dissemination of best practices has been stimulated via various external seminars (e.g. Public Sector Quality Conference, “Overheidsmanager van het jaar”, Trefdag VVSG, …) whereby best practices are highlighted.  Furthermore, the success of management models as EFQM and mainly CAF are important drivers in this tendency.

Deloitte anticipates on the growing networking capacity within the public sector industry.  By setting up commodity projects virtual communities are created to improve the processes of each organisation.  AORTA is a concrete example whereby municipalities work together on a common target.

• Deloitte has set up several commodity projects: AORTA Municipalities, AORTA OCMW’s, AORTA Internal Control.  Each project counts a few tens of municipalities. As a result, Deloitte offers services to rather all Flemish municipalities.
