| Staff hire concession removal will leave business short |

Banks, insurances companies, healthcare institutions and charities that use temporary staff are amongst a range of companies facing an increased VAT bill following the announcement yesterday from HMRC that the Staff Hire Concession (SHC) will be removed, with effect from 1 April 2009. The Treasury estimates that the withdrawal of SHC will cost business in the region of £200 million a year. The SHC allows employment businesses, specialising in temporary staffing, to supply their employees as temporary workers to clients and only charge VAT on their commission or agency fees. | Deloitte comments on reduction in value of equity ISAs |

"The change to the rate of Capital Gains Tax (CGT) will reduce the value of equity ISAs to investors. Depending on growth rates, the benefit might be worth £72 per year for a basic rate taxpayer, or less than £105 for a higher rate taxpayer. These figures are correct if the annual investment return is 5%, split equally between income and growth. Prior to the changes planned for next year, these figures would be over £76 and £144 respectively. | Chancellor's announcement will benefit charities by up to £300 million over 3 years |

"We really welcome the Chancellor's announcement to benefit charities. The reduction in basic rate tax was potentially going to cost charities up to £90 million pa, as their repayments are calculated on basic rate tax. However, the Chancellor has decided to keep the existing repayment rate for 3 years - giving charities up to £300 million over this period.
"The change is especially welcome, as it has been very hard for charities to explain easily to their donors why they lost money through the basic rate reduction."

| Move towards longer term fixed rate mortgages may benefit both lenders and consumers |

Commenting on the Government's plans to encourage lenders to offer longer term fixed rate mortgages, Chris Samson, head of secured lending at Deloitte, said:
"Despite the Government’s desire for lenders to offer long term fixed rate mortgages to consumers, a substantial industry effort would be required to persuade the public to buy them. Recent research by YouGov for Deloitte, indicated that only one in 10 borrowers would consider fixing their mortgage rate for between 10 and 25 years.

As expected, this Budget contained no substantial new tax measures, and no substantial changes to government spending. The main interest was in the change to the Treasury’s economic forecasts and the associated projections for government borrowing.
In the event, despite gloomy words from the Chancellor in his speech amid warnings about the slowing world economy and the turbulence in financial markets, the growth forecasts for this year and next were trimmed only marginally, by 0.25% in both years. | Government sets out measures to tackle high emission vehicles |

The Government has set out a number of environmental measures in today’s Budget which will impact on company car fleets.
Alison Chapman, head of automotive tax at Deloitte, said: "The tax relief for company cars will depend on the level of CO2 emissions. 160g/km and 110g/km will become key benchmarks. At the moment 160g/km is the one that will have an impact. There will be a big difference to the cost to the company of a car with emissions of 161g/km compared to one with 160g/km, all other things being equal.”

Commenting on the impact of today's Budget on UK businesses, Bill Dodwell, tax partner at Deloitte, said: "Overall, there are not too many significant changes for businesses, which will be generally welcome. There are, however, a great number of small changes and the Budget pack of materials is one of the largest we've seen.
