What can we expect of the 2008/2009 tax proposals (The Mercury) 13 February 2008 With revenue collections relatively on track (benchmarked against revised estimates), there are no fireworks expected when Finance Minister Trevor Manuel delivers his 2008/2009 Budget Speech on February 20.

Speculation is rife on whether he will be tempted to be "generous".

Tax Predictions in Upcoming Budget 12 February 2008 I was requested to do some crystal ball gazing on tax issues at a recent conference hosted by the Gordon Institute of Business Science (GIBS) on the Economic Outlook for 2008.  The following are the key issues which I shall attempt to predict. Such predictions are always difficult but it is perhaps helpful to focus on some of the key issues where developments can be expected.
As far as personal Income Tax rates are concerned, I do not expect any major changes to tax rates - we have not seen major cuts for a long time. If there were to be a tax rate cut I would predict that it might be to the corporate rate (to bring it down to...

Deloitte's Succeed Campaign Addresses South African Macroeconomic Issues 31 December 2007  The statistics are shocking- in 2006, the Global Entrepreneurship Monitor (GEM) assessed business start-up and new firm activity in eight developing countries viz Argentina, Brazil, Chile, Jamaica, Mexico, Thailand, Venezuela, and South Africa.  The report indicates that out of the eight countries, South Africa has the second slowest start-up rate, the second lowest new company statistics, and apart from Mexico, South African start-up businesses are least likely to have a shelf life of more than 42 months.  Although initiatives like ASGISA and the National Empowerment Fund offer a support system to Small, Medium and Micro...
Deloitte Is A Market Leader In Security Consulting 31 December 2007 As information security is now a board-level issue, Information Security Officers are confronted with increased responsibility for protecting the organisation’s information assets, as well as security monitoring, measurement and auditing. They are also required to manage IT regulatory requirements in addition to understanding and articulating risks to corporate information from complex and targeted threats.

In many instances, companies are engaging security consulting service providers as they simply do not have the resources and expertise to manage all the facets of information security...
STC: How Are Individual Shareholders Affected by Changes? 06 December 2007 South Africa’s rather controversial secondary tax on companies (STC) is in the process of being overhauled.  Certain significant changes to STC were announced recently in the Revenue Laws Amendment Bill, 2007.  These changes represent a preliminary step towards the ultimate abolition of STC and its replacement by a more conventional withholding tax on dividends.

The current proposed changes to STC bristle with technical complexity and it is difficult to assess how these will affect individual shareholders.  Exactly what form the proposed replacement of STC – namely the withholding tax on dividends – is...

International Talent Pool to Alleviate South Africa's Skills Shortage 05 December 2007 An unusual source of skilled personnel has been discovered by Deloitte.  The firm is the first of the consulting firms to render a service by sourcing offshore the skills that are in short supply in South Africa.

“We at Deloitte are actively assisting government to accomplish its skills growth plan by establishing an international skills pool and sourcing overseas talent, we are then able to assist our clients with the entire process of getting the foreigner here and settled in” says Tessa Supra, Manager Global Employer Services at Deloitte.  “This process will also enable the upskilling and empowering of...

Secondary Taxes on Companies likely to survive for quite some time yet 16 October 2007 The 2007-8 Budget contemplated a phasing out of secondary tax on companies (STC), because it is a form of tax that is relatively alien around the world.

In reality, STC has been an anomalous feature of our income tax system, which otherwise we have standardised to look much more like those of our major trading partners. The residence basis of taxation is but one example of this process.
That’s why STC is being phased out, to be ultimately replaced by a withholding tax on dividends, which is a more conventional kind of tax and would be familiar to prospective investors in South Africa.

Pending finalisation of the...
