WASHINGTON, D.C., June 30, 2008 — James A. Zingale, Ph.D., the former executive director of the Florida Department of Revenue (DOR), has joined Deloitte as a State Government industry advisor. In this new role, Zingale will serve as a key advisor for Deloitte’s state revenue and finance transformation service offerings.

“We are pleased that Dr. Zingale has joined our team, and look forward to the contributions he will make to our organization,” said Robert N. Campbell III, vice chairman and U.S. State Government leader, Deloitte LLP. “Dr. Zingale has been a leader in advancing programs in the state of Florida that have made state services to constituents more accessible.”

For more than eight years, Zingale served as the executive director of Florida DOR, where he served as a nationally recognized leader who continued the DOR’s transition to a business-style management system and deployed state-of-the-art-technology to re-engineer DOR’s operating processes. Zingale oversaw the DOR’s $110 million Integrated Tax Administration System (SUNTAX), and delivered a 10-to-1 return on investment.

Most recently, Zingale served as the interim executive director of the Florida Agency for Enterprise Information Technology.

“Deloitte provides an opportunity for me to put my public sector experience to work for states facing challenges in the areas of finance and revenue,” expressed Zingale. “I look forward to working with my new colleagues and to providing a fresh perspective and innovative solutions to those challenges.”

Zingale has a Ph.D. in economics from Florida State University, and an M.A. from Bowling Green State University in Ohio. He has served as president of the Southeastern Association of Tax Administrators and was on the board of the Federation of Tax Administration. Additionally, Zingale was the first legislative research director for the Florida Legislature Economic and Demographic Research Committee.
