New York, October 12, 2006—Deloitte Touche Tohmatsu (DTT) today announced the appointment of Dr. Otmar Thoemmes as Global Managing Partner, Clients & Markets. With more than 20 years of experience with Deloitte Germany, Dr. Thoemmes has been involved in both national and international assignments, including a three-year secondment as a tax expert with the European Commission in Brussels. In his new position, Dr. Thoemmes, who will relocate to New York, will be responsible for working with Deloitte member firms to raise the standard of client service.

Dr. Thoemmes' assignments have included chairman of the Young Partner Advisory Group, which contributed to the development of the Deloitte vision and member firm strategy—to be the standard of excellence. Prior to his current appointment, Dr. Thoemmes was also a member of the Global Tax Management Group.

In his new role, Dr. Thoemmes will focus on developing standards that will help generate greater consistency in the quality of service delivery across Deloitte member firms, including enhancing the expertise of the member firm industry practices, supporting and encouraging innovation, identifying market leadership and cross-border account management strategies, and enhancing communication among member firms.

"Otmar has an exceptional record of client service, leading engagements with some of the most sought-after clients within the industry. He has been a role model for the client account leaders at Deloitte member firms. Otmar will look at all aspects of client service through the eyes of member firm clients and assess what can be done differently to raise the standard. His job is to set the standard of excellence for client service, not just at Deloitte member firms but everywhere," Mr. Parrett said.

Dr. Thoemmes, 51, brings expertise in tax law in both the public and private sectors, advising clients on corporate tax law, mergers, acquisitions, reorganizations, privatizations and management by objectives. Dr. Thoemmes will also continue to serve his global clients based in Germany.

Dr. Thoemmes is among several European managing partners to hold DTT positions, and he succeeds Jerry Leamon, who will take on new responsibilities as head of the Global Mergers & Acquisitions group. A frequent speaker at leading international client conferences, Dr. Thoemmes is a professor of International and European Tax and Corporate Law.

About Dr. Otmar Thoemmes
Dr. Otmar Thoemmes, a partner in the German firm's tax practice since 1992, is also the Global Managing Partner of Clients & Markets. With more than 20 years of experience in tax law (in both the public and private sectors), he was previously the leader of the Munich office's international tax practice. Dr. Thoemmes was responsible for service to clients on all aspects of cross-border taxation, including advising clients on corporate tax law, mergers, acquisitions, reorganizations, privatizations and management by objectives.

Dr. Thoemmes served as managing partner of Deloitte & Touche GmbH, Munich, and tax partner of Wollert-Elmendorff Detsche Industrie-Treuhand GmbH, Munich, now Deloitte & Touche GmbH. From 1989 to 1991, Dr. Thoemmes was seconded to the Commission of the European Communities in Brussels as National Expert in Directorate General XV, Division B-1 (Direct Taxation), where he was directly involved in drafting EC Directives on direct tax matters.

Dr. Thoemmes is a member of the editorial board of INTERTAX and Internationale Wirtschaftsbriefe, and general co-editor and author of EC Corporate Tax Law—Commentary on the EC Direct Tax Measures and Member States' Implementation Laws, International Bureau of Fiscal Documentation (IBFD) Amsterdam, 1991.

A Doctor of Jurisprudence at the University of Bielefeld, Germany, Dr. Thoemmes holds a master’s of law from the University of Munich. He is an Honorary Professor at the University of Augsburg, Germany. Dr. Thoemmes also lectures extensively on international tax topics at international seminars and at the Universities of Augsburg, Hamburg, Vienna, and Bonn.

Dr. Thoemmes is a member of the German Institute of Tax Consultants (Fachinstitut der Steuerberater eV); the Board of the International Fiscal Association (IFA), Bavarian Section; the Finance and Tax Committee of the Chamber of Industry and Commerce (IHK) for Munich and Upper Bavaria; and the Board of Trustees of the International Bureau of Fiscal Documentation (IBFD) in Amsterdam.

Dr. Thoemmes speaks and writes fluent German, English, and French.
