Senate Aviation Bill Hits Turbulence as Republicans Criticize Revenue Raisers – Senate negotiations over legislation aimed at modernizing the nation’s air traffic control system and increasing funding for transportation construction projects stalled as lawmakers disagreed over a package of nonaviation revenue offsets that would, among other things, roll back the effective date of current-law anti-inversion rules and impose a mark-to-market tax on unappreciated assets of individual expatriates.
