Meet Clarence Crawford

Clarence Crawford is the leader of the Deloitte Federal Financial Management Solutions Center. Formerly, he was the chief financial officer (CFO) of the U.S. Office of Personnel Management  (OPM). In this role, Clarence oversaw OPM’s retirement, health and life insurance trust funds, serving millions of federal employees and their families. He also chaired the Capital Investment Committee, served as a member of the federal government’s Chief Financial Council and led the Improper Payments Subcommittee.  

Clarence has a strong background in financial management and organizational transformation, having served for 15 years in highly visible and sensitive executive positions in the Legislative and Executive branches of government. Prior to joining the OPM, he was the CFO/chief administrative officer in the U.S. Patent and Trademark Office and the Commerce Department. He also worked in the White House as the associate director for administration in the Office of Management and Budget.  

Clarence led training and student loan reforms while at the General Accounting Office (GAO) as well as served as the operations director for the National Security and International Affairs Division. He has received numerous merits and awards, including the meritorious Presidential Rank Award, the Theodore Roosevelt Award, the Commerce Department’s Silver Medal and the GAO’s Excellence in Human Resources Award.
