Medicaid Makeover takes a holistic approach to reevaluating and restructuring Medicaid programs for long-term cost reductions and sustainability. The study comes from the Deloitte Center for Health Solutions, part of Deloitte & Touche USA LLP, and Deloitte Research, part of Deloitte Services LLP.

Medicaid Makeover urges states to address six tough choices that go to the very heart of what kind of a program they want to provide. The study also presents a new approach to Medicaid reform, including a framework for assessing the current condition of state Medicaid programs and a set of guidelines states can use for moving forward with reform. The study goes beyond simplistic policy prescriptions to address purposeful and direct reform efforts from a management and implementation point of view.
