 At its inception, the REAL ID Act, a federal effort to improve identity verification and reduce fraud, had the potential to significantly impact every driver’s license issuance process and procedure, many employees and partners and any supporting technology—within departments of motor vehicles (DMVs) across the country. In several states, the initial analysis of the potential impact, coupled with the expectation of new federal requirements, revealed severe limitations in the capability of DMV business processes, staff capabilities and technical infrastructure. The Final Rule, however, has significantly reduced REAL ID’s impact on state DMV operations and supporting technology, as it is more goals orientated and less prescriptive with specific requirements than the Notice of Proposed Rulemaking.
