Public agency excellence is no longer defined merely as effective service delivery. More than ever, public organizations are being judged by their ability to achieve difficult undertakings, to successfully implement transformational changes. To do this requires sophisticated, proactive financial management. Moreover, when governments fail in their critical financial responsibilities, it undermines public credibility, perpetuates distrust and makes citizens question whether public agencies are capable of performing their missions. In essence, poor financial management hurts the government brand.
