“The question is not whether but when and how,” said Dingell, who has served in Congress for 50 years and is the powerful chairman of the House Commerce and Energy Committee. With regards to climate change legislation, regulators will play a key role and will need to be meaningfully engaged to understand how utilities will handle their new requirements under the future climate change legislation.
