Government departments and local authorities are coming under increasing pressure to strengthen their track-record of policymaking excellence by improving the way policies are implemented. In response to this need, traditional boundaries and roles are likely change in future as organisations work more collaboratively with each other and with private and third sector partners to deliver public services.

But as this report indicates, many public organisations have not yet adapted to this new operating environment. 'Bold moves' makes the case that departments and local authorities should take a more strategic approach by utilising their workforces to build key capabilities. Deloitte has identified three specific areas that public sector leaders might consider:

Strengthening performance management regimes by implementing stronger appraisal standards and professionalising the ‘line management’ function.

Thinking more strategically about which capabilities might be developed ‘in-house’ and which could be acquired through partnerships; focus on retaining the right people with particular skills; and take steps to manage external support more effectively.

Bringing these strands together under a single overarching plan to adapt, reform, and respond to changing requirements. A starting point for this plan might include a forensic assessment of capabilities and requirements in each business area; in contact centres, corporate services, and management of consultants, suppliers, and delivery partners.

The evidence underpinning 'Bold moves' was collected through interviews with senior human resources and operations professionals in 10 Whitehall departments and local authorities.
